We don’t really have a good answer to this one.
There is one theory that we can consider here: that it is a bath soap advertisement.

We have seen this style of ad before, such as this one by Jamba Juice that featured a woman in a bathtub, trying on a bathrobe, and then having her turn into a bath-wizard.
This particular advert was shot in the 1960s, when bath soap was a major item on the market.
While we don’t have an exact source of this ad’s origin, we can say that it’s likely that it was shot during a summer, and was a marketing gimmick for the company’s summer advertising campaign.
This advertisement featured a large bathtub with a large mirror above it, with a bath towel hanging on a rope.
It’s also possible that this is a commercial for a company’s “bath soap” brand.
If that is the case, then the advertisement is likely a parody of the company itself, as the bath towel is obviously a reference to the bath soap itself.
If this is indeed the case though, then we have a pretty strong indication that the image is a parody.
